Mailing list management for a small list (less than 1000)

I am looking for a newsletter or mailing list management tool or service for a small email list. I would be sending out emails maybe once a month or less frequently. The list signup functionality needs to be easily integrated into a Wordpress or Concrete5 web page space.

Free is best, and simple is key.

Any suggestions?

They cost monthly fees.

I just found a plugin for Concrete5 (they call plugins blocks) that seems to be pretty robust and stable. It is $55 to purchase, but it seamlessly integrates into Concrete5 pages and has pretty decent management tools for mailing lists. No monthly fees. I think I will buy it.

I am still putting together my first site with it, but it seems to be working OK. I am liking the look and feel of it so far.
