Yeah, Bart said it, as stated above when Homer resorts to suppressing his anger. Bart wants Homer to do angry things but he fails and hence this line.

I thought this was another great way the Simpsons make fun of themselves.

I loved the episode. It harkened to the old days where there was only one theme and a bit of a moral to the story at the end.

But what was up with those rage veins popping out the side of his neck. Those were kind of oogy.
