Flags at half staff?

The flags at the Air Canada Centre are at half staff this morning....
Is this for the Queen Mum?
Or did someone else pass away?

Anyone know?

Protocol

Is there a protocol for lowering the flags of other nations during a period of mourning in Canada? I noticed all of the flags on University Ave (just south of College) were flown at half mast ... do the countries have to give permission or anything? Outside of Commonwealth countries, does the passing of the Queen Mum warrant any national mourning?

Just wondering.
