Oh man, Gridlock'd. Not exactly a drug movie insofar as it's not trippy, but it sure does have a lot of heroin use.
Keep an eye out for Enter The Void. Possibly the trippiest movie I've seen since Requiem.

Indeed, alice is a classic mushroom movie, the shrooms will take you where you need to go during the course of that film.
Little Otik (Greedy Guts) is great as well, but not as trippy.
I really like spirited away for trippy movies, but more for watching, not for drug use....
Paprika is also a great mind fuck. Superb animation
Don't know if this really fits in here, but I heard about Heart of Glass yesterday. Apparently most of the actors were hypnotized for their scenes, supposed to be pretty surreal. Have yet to see it.

Perhaps the most brutal portrayal of the downward spiral of addiction. Brilliant German film set in West Berlin in the late 70’s-floating about the torrents with English subtitles.

This Film Four from the UK-more on the street level dealer tip which tends to have me thinking turf wars, and seasoned cliché street wise Homie talking his little brother out of a life in the hood, but surprisingly, a pretty sentimental film and worth a watch.
