downsizing a picture

okay. so i have this picture and i need to make it smaller...i'm not exactly computer savy. Its a jpeg...do i need a special program to do it? Is it hard?

you can just use paint to resize it

paint.. go to image, stretch/skew, change the % value to something smaller

the power toy doesn't get any quicker. r-click in explorer, resize.

but whatever.
