and secondly, direct connect can do all the things you've described above, the only thing that would be required would be to run a hub
I'm on plenty of hubs that are specific to users of message boards , password protected, and have just about everything you could think of
and download speeds would depend on who you're downloading from, as is always true, and the only option here, since no one on tribe is going to pay for server space and administration on a connection of bandwidth wide enough to handle the demands of as many users as possible
