I don't know if anyone has actually answered your question yet ... so here goes
Generally speaking Rotterdam (aka Speedcore or whatever you want to call it) does have a higher BPM
Although it can fluctuate
Some Happy Hardcore tracks have a higher BPM than some Rotterdam tracks and vice versa
Personally I like to take HH records that are pressed at 33, through it on the table, play it at 45, and put the pitch at +8. That get's the feet move'n.

you can't answer this question because you don't know what hardcore you're talking about. If you're talking about traditional Dutch gabber then it runs around the same as HHC.
i'd talk to someone who has listened to some hardcore though in the past year and half, however. has anything happened to hardcore in that time? some type of progression? anything?
