My furnace is down AGAIN. It's been a week. Nothing from her. Not to mention our dryer refuses to work (2 weeks now) and there isnt a coin laundry for about 2 blocks.

Must...resist..temptation.. to stab..

Do you pay utilities? If you don't and you tell her you are using multiple space heaters to heat the appartment, she should get that furnice fixed right away. Or just call a furnace repair man and get them to bill her direct.

check the OHT for info on withholding rent.
you can do this if certain services are not performed, or if the landlady/lord is uncontactable for certain periods of time.
