absolutely not.
in fact, quite the oppposite - in point the law in ontario states that anyone in a position of a "duty of care" must report all suspected criminal aspects that a person divulges or even hints at while in discourse.

Maybe he broke her little heart, her marks started to drop, and the teachers (counsellors) just HAD to intervene?

They tried this one with me, except it was smoking dope not having my heart broke.

Canada has 2 more numbers to keep in mind.

12 if less than 2 yr difference between the partners.

18 if one is in a position of authority or responsibility over the other. i.e. Teacher, employer, etc.
